This is a shaft end cover for a hydraulic pump, with a 2-bolt SAE B mounting flange. The cover carries the drive shaft seal and bolts the pump to its mount, so it gets replaced when the flange cracks, the seal bore wears or the pump needs a different mounting pattern.
